Minutes from the August 7, 2003 meeting

 

PRESENT

MINUTES

Minutes of the June 13, 2003 meeting were recommended for approval.  A motion to approve the minutes was made by Michael Powell, seconded by Randy Barrett, motion passed 12-0.

 

CONFLICT OF INTEREST STATEMENT

Commissioner Ress presented a Conflict of Interest Statement to be signed by the IHSAA Executive Committee members. 

 

EXECUTIVE COMMITTEE AGENDAS

Commissioner Ress presented the probable agendas for the 2003-04 monthly Executive Committee meetings. A motion to approve the agendas was made by Phillip Gardner; seconded by Patrick Mapes; motion passed 12-0.

 

ASSIGNMENTS FOR AWARDS PRESENTATIONS

Chairperson Cassel White distributed the 2003-04 state tournament assignments to the Executive Committee members.

 

APPROVE 2003-04 COMMITTEE APPOINTMENTS

Chairperson Cassel White distributed the 2003-04 committee appointments to Executive Committee members:

1.   Public/Private Competition Committee – Chairperson John Williams (Carmel), Linda Barnett, Geoff Penrod, Roy Simpson, Gerry Adams (Evansville Memorial), Tom Finchum (Indianapolis Lutheran), Andy Johns (Fort Wayne Bishop Dwenger), and Chuck Weisenbach (Roncalli).

2.   Personnel Committee – Chairperson Lee Lonzo, Jim Feist, Michael Powell, Janis Qualizza, and Cassel White.

3.   Student Advisory Committee – Chairperson Lee Lonzo, Phil Hoskins, Patrick Mapes, Pam Noble, and Roger Weaver.

4.   Automobile Committee – Chairperson Randy Barrett, and Debb Stevens.

5.   Investment Committee – Chairperson Ray Craft, Blake Ress, Dennis Bunda, Phillip Gardner, and Cassel White.

A motion to approve the committee appointments was made by Dennis Bunda; seconded by Lee Lonzo; motion passed 12-0.

 

APPROVE NEW APPLICATIONS FOR IHSAA MEMBERSHIP

Commissioner Ress presented new IHSAA membership applications from Bethesda Christian High School, Brownsburg; Liberty Christian High School, Anderson; Trinity Lutheran High School, Seymour; and University High School, Carmel.  Following discussion, a motion to approve the applications was made by Michael Powell; seconded by Randy Barrett; motion approved 12-0.

 

ATTENDANCE AT CONFERENCES AND WORKSHOPS

Commissioner Ress requested permission to have representatives attend conferences and workshops outlined below:

1.   The Mid-West Officials Summit to be held in East Lansing, Michigan on September 21-23, 2003.  Assistant Commissioner Wynns will be an active participant in this event.

2.   The National Federation Section IV meeting will be held in Bloomington, Illinois, on September 25-26, 2003.  Permission is requested for Commissioner Ress to attend.

3.   The Mid-West States Seminar is scheduled for December 8-9, 2003, at Rosemont, Illinois.  Permission is requested for Commissioner Ress and Chairperson Cassel White to attend.

4.   The National Federation’s Winter Meeting will be held at Phoenix Arizona, on January 3-6, 2004.  Permission is requested for staff members involved in agenda items to attend.      

A motion to approve the recommended participation in these workshops was made by Phil Hoskins; seconded by Geoff Penrod; motion approved 12-0.

 

DISTRIBUTE POLICY HANDBOOKS

Assistant Commissioner Searcy distributed the 2003-04 Policy Handbooks.

 

POWERS AND DUTIES OF THE EXECUTIVE COMMITTEE

Commissioner Ress reviewed those sections of the 2003-04 of the IHSAA Policy Handbook dealing with the powers and duties of the Executive Committee.

 

REPORT FROM ASSOCIATED SPORTS PRODUCTIONS, INC.

Mark Higdon of Associated Sports productions, Inc., appeared before the Executive Committee to present the annual report on revenues generated by television and broadcasting rights during 2002-03.  Mr. Higdon reported that the football, girls basketball and boys basketball drawings will be broadcast on the IHSAA Radio Network this year.  The IHSAA will provide draw cards to member schools and radio stations.

 

NFHS STUDENT LEADERSHIP CONFERENCE REPORT

Assistant Commissioner Searcy reported on the third annual NFHS Student Leadership Conference, conducted on July 11-14 at the Indianapolis Downtown Marriott.  More than 250 student athletes and 100 adults attended the conference, of which approximately 65 were from Indiana.  The four day conference included a curriculum designed to foster leadership and sportsmanship, and a community service project.  Student athletes were asked to create a state action plan as well.

 

SPRING FINANCIAL REPORTS

The following reports were presented regarding the financial status of sports conducted during the spring season:

1.   The softball balance sheet showed a 28% improvement or close to a $20,000 increase in profit over 2002.  The figure reflects favorable weather that occurred during the sectional and regional tournaments.

2.   Baseball showed a revenue increase of approximately $40,000.  Increased attendance at all levels of the tournament was responsible for the net improvement.

3.   The Boys and Girls track and Field tournament series recorded a positive net balance of $30,000 improvement over the previous year’s balance.

4.   Girls tennis is a deficit sport that generates little income.  The cost of the girls tennis tournament series in 2003 was $23,349.  This figure reflects a decrease in expenditures of 15%.

5.   Boys golf is also a sport that does not generate income through gate receipts.  The golf tournament series posted a $63,000 price tag.

 

FINANCIAL REPORT

Commissioner Ress presented the June financial report of the Association.

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on since June 2003.  This report included the following actions as of August 1, 2003:

LITIGATION

Commissioner Ress updated the Executive Committee on the current status of pending litigation against the Association.

 

NEW ATHLETIC DIRECTORS WORKSHOP

Assistant Commissioner Cox reported that the IHSAA and the Indiana Interscholastic Athletic Administrators Association (IIAAA) again co-sponsored a workshop for new athletic directors at the Airport Holiday Inn on July 29 and 30.  Thirty three (33) administrators participated in the two day work shop.

 

NFHS COACHEDS EDUCATION COURSES

Assistant Commissioner Cox reported that the IHSAA currently conducts three courses annually.  The National Federation is in the process of implementing a new curriculum relative to coaches certification.  A coach may attain a bronze level of certification by completing four levels of education: the general coaches education course, first aid, CPR, and a sport specific course.  The bronze level of certification will be attainable on-line in February 2004.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Brown County High School – Commissioner Ress reported the following action as a result of an injured player returning to games without the required number of practices.

1.   The Brown County High School baseball program is issued a warning.

2.   Assistant coach Tony Bell is reprimanded for permitting this violation to occur.

3.   The Brown County administration is commended for its reporting and handling of this matter.

 

Lakeland High School – Commissioner Ress reported the following action as a result of a weight lifting session being held for football players during moratorium.

1.   The Lakeland High School football program is issued a warning.

2.   Assistant coach Kevin Wenzel is reprimanded for permitting this violation to occur.

3.   The actions taken by Lakeland High School in (a) suspending Coach Wenzel for one week and (b) establishing that there shall be no contact between the coaching staff and the football players during the week of July 27th is appropriate and accepted by the IHSAA.

4.   The Lakeland administration is commended for its reporting and handling of this matter.

 

Silver Creek High School – Commissioner Ress reported the following action as a result of a boys golfer participating in a non-school competition without a waiver.

1.   The Silver Creek High School boys golf program is issued a warning.

2.   The student athlete shall be suspended for the first two meets during the 2003-04 golf season for participating without obtaining a waiver.

3.   The Silver Creek administration is commended for its reporting and handling of this matter.

 

Springs Valley High School – Commissioner Ress reported the following action as a result of a foreign exchange student participating after completing high school.

1.   The Springs Valley High School girls tennis program is issued a warning.

2.   The matches in which the ineligible student participated shall be forfeited. 

3.   The Springs Valley administration is commended for its reporting and handling of this matter.

 

FALL AREA PRINCIPAL MEETING AGENDA

Commissioner Ress requested that Executive Committee members contact member schools that have already been scheduled for Area Principals Meetings.  The Executive Committee discussed various agenda items for the meetings.

 

2003-04 MEDIA AWARDS

Sports Information Director Jerry Baker requested nominees for the IHSAA Distinguished Media Service Awards.  This award is presented annually in each of the three IHSAA Districts.  Executive Committee members were requested to give some serious consideration to identifying potential candidates in their district so that honorees can be selected in a timely fashion.

A motion to adjourn the August meeting of the Executive Committee was made by Lee Lonzo; seconded by Phillip Gardner; motion passed 12-0.  The next meeting of the Executive Committee will be at the IHSAA headquarters at 8:00am on Thursday, September 4, 2003.
